Define the challenges.

Before we can look for solutions we need to understand and prioritize the problem areas. We are brainstorming a number of ways to collect data about the behaviors and places that we need to prioritize for action.

We will plan walks of specific neighborhoods that you identify as having multiple issues to record what we see. We will survey the community to identify these areas and we will map them out. Then we will prioritize what we have found.
